The Cityâs Public Hospital System Faces Unprecedented Threats
To Its Survival

NYC hospitals, faced with $1.2B budget gap are hemorrhaging. Obamaâs
landmark Patient Protection and Affordable Care Act, while it aimed to reduce
the number of uninsured Americans, also expressly prohibited the participation
of millions of Americaâs undocumented residents. In addition, the legislation
promised reductions in federal support for safety net hospitals, like New York
Cityâs public hospitals, for charity care. Obamacare has dealt a financial blow
to the already cash-strapped system, which runs 11 hospitals. Health and
Hospitals (H+H) is also losing Medicaid funds. Meanwhile, the mayorâs plan
for ensuring the long-term sustainability of the cityâs hospital system has yet to
be revealed, although itâs clear that funding H+H is a heavy lift that the city
canât do alone. The State must play a key role in terms of hospital funding,
and Cuomoâs initial budget, released in January, only increased concerns
inside City Hall as the governor's budget appeared to shift to the city
Medicaid costs historically borne by the state, to the tune of a $1 billion by
2020. Cuomo and the state Legislature have until their April 1 budget
deadline to frame a final budget, at which time the de Blasio administration
will know just how much of a partner they have in Albany. Right now, the
short-term fiscal future of the cityâs hospital system, the largest in the country,
is at best murky.

Court Rebuffs Mayor Emanuel To Deliver Pro-Worker Ruling On
Pensions, While Mayorâs Other Anti-Worker Policies Pushes Teachers
Union To Strike

The Illinois Supreme Court dealt a setback to Mayor Rahm Emanuel, ruling, in
a pro-worker victory that a 2014 law that required Chicago city workers to pay
more toward their retirements while also scaling back their future benefits was
unconstitutional. This ruling makes it clear that the politicians who ran up the
debt cannot dump the burden on public-service workers and retirees.
Meanwhile, the decision comes amid other financial pressures for Emanuel as
the leadership of the Chicago Teachers Union voted to approve a one-day
walkout on April 1 in protest of budget cuts and forced furlough days.

The U.S. is scheduled to deport over 160 Bangladeshis who had requested
asylum. These men have been kept in detention under deplorable conditions,
so much so that they were driven to go on hunger strikes to bring attention to
their plight. Now, they are fighting for basic human rights against their imminent
deportation. But, on Easter Friday, a special day for many Christians a broad
coalition led by faith-based organizations came to Federal Plaza in a pray out
to raise up the principles of that holy day by protesting the deportation of their
brother Bangladeshis and advocating for changes to our immigration policies
that lift up the common humanity of all and provide people with the opportunity
to live in dignity. The protestors surrounded Federal Plaza, speaking the words
of pain and suffering that immigrants experience and railed against a system
that punishes and destroys families and communities.
